This is perhaps the one aspect of container management that bugs me most. Cluster schedulers have been around for decades, especially for HPC/Supercomputing. The Borg/Omega paper itself acknowledges that. The scale is different, the use cases more diverse, but the goal is the same. To place a piece of work which meets the requirements for that work.
